Nucleon-Nucleon Scattering

I computed the orbital angular momentum classically, and then used quantum mechanics. But I am not convinced of what I got, because $L \alpha \sqrt{E}$ is a proportional equation that does not justify that when E < 20 MeV you get L ~ 0 (I do not see, numerically speaking, the difference between either plugging 20 MeV or 19MeV).
